The District of Innovation (DOI) concept was created by the 84th Texas Legislature through House Bill 1842. It allows traditional public school districts to access some of the same flexibilities available to Texas charter schools. The goal of the law is to give districts more local control so they can better meet the needs of their students and communities. These flexibilities may include exemptions from certain state requirements, such as rules about student attendance, decision‑making processes, the school calendar, and teacher appraisals.
EISD is one of 918 out of 1,026 Texas public school districts that have chosen to become a District of Innovation.
EISD Innovation Zones brings together a diverse group of schools from across the district, serving students at every grade level and giving families more high‑quality options.
Innovation Zones gives educators the freedom to design bold, student‑centered solutions. Schools gain increased autonomy to shape their programs, develop innovative teaching practices, and respond quickly to student needs, paired with strong accountability to ensure exceptional results.
As a districtwide learning hub, the EISD Innovation Zones help identify what works and share those best practices across all schools, driving continuous improvement and expanding opportunities for every student.

The 85th Texas Legislature (2017) passed Senate Bill 1882, creating new opportunities for school districts to partner with nonprofit organizations focused on improving education. Through these partnerships, districts receive additional funding and expanded access to innovative programs, specialized expertise, and added support for neighborhood schools. This model strengthens learning environments and empowers educators with greater flexibility to meet student needs.
EISD values the support and contributions of nonprofit partners, and SB 1882 allows the district to deepen these relationships. By collaborating more closely with aligned organizations, EISD can offer richer resources, stronger support, and more opportunities that directly benefit students and staff.
