Exceptional Children

The term MR is no longer used. Criteria for
qualifications remains the same.
The new term is ID which stands
for Intellectual Disability.
Some text books
prior to the
change will refer to a student as MR.
On October 5th of 2010, President Obama
signed into law S. 2871, known as Rosa’s Law.
That law states that the federal government will
start replacing
the term “Mental Retardation” with the term
“Intellectual Disabilities.”
The purpose of the name change is
to provide a term that is can both serve as a
descriptive label and also be more user friendly
or more politically correct.
